一年一度的《天下雜誌》縣市首長施政滿意度調查結果今（ 12 ）日出爐，新任行政院長賴清德在台南市長任內的民調成績單從前（ 2015 ）年的第 1 名、去（ 2016 ）年的第 4 名，到今年落居第 7 名，第 1 名則是由國民黨籍的連江縣長劉增應連續 2 年奪冠。
第 2 至 6 名縣市長依序為花蓮縣長傅崐萁、新竹市長林智堅、桃園市長鄭文燦、南投縣長林明溱，以及台東縣長黃健庭。
其實不只賴清德高民調光環維繫不易，另一位政壇天后高雄市長陳菊，在連續 2 年穩居第 3 名後，今年也退守到第 9 名。《天下雜誌》研判，民調期間賴神北上接任閣揆的地方耳語不斷，以及陳菊捲入誰來接班的參選暗潮，都有可能影響市民對首長的滿意度。
除了明星首長大洗牌，調查也發現一個有趣現象，藍軍在經歷九合一、總統大選的接連挫敗後，今年縣市長排名似乎有谷底翻身跡象，在國民黨籍的 6 席縣市首長中，有 4 位首長排名衛冕或上升，其中，連江縣長劉增應連續 2 年奪冠，南投縣長林明溱更是異軍突起，從去年的第 15 名一口氣前進到第 5 名，台東縣長黃健庭則是持續穩健向前，拿下第 6 名。
綠營新秀也是表現最亮眼，當年驚險當選的新竹市長林智堅、桃園市長鄭文燦及台中市長林佳龍，現在各自用破紀錄民心成為新明星，尤其以林智堅一路挺進第 3 名，人氣勇冠綠營各諸侯，鄭文燦也自 10 名外躍進至第 4 名，施政滿意度高居六都之首。
